Abstract

A cidade Agualva-Cacém, pertencente ao município de Sintra, encontra-se fortemente caraterizada por um conjunto de elementos estruturadores, particularmente as suas infraestruturas. Este território é uma área suburbana que começou a ganhar expressão com o êxodo rural, a partir dos anos de 1950. Este provocou um crescimento ao nível demográfico e um aumento do número de trabalhadores nas áreas urbanas do litoral, o que originou a necessidade de construção, em grande quantidade, de habitação na periferia de Lisboa, sendo estas vistas como áreas de dormitório com pouca diversidade funcional. Estes aglomerados urbanos têm a linha ferroviária como o principal suporte de comunicação com Lisboa, e é a partir desta, que os principais aglomerados urbanos, no município de Sintra, se desenvolveram. No entanto, a organização destas áreas urbanas foi feita em função do automóvel, o que levou à dispersão das suas principais atividades, tornando-as áreas fragmentadas que privilegiam as deslocações pelo transporte individual em detrimento das deslocações por transporte público e a pé. É com base nestas problemáticas que surgem questões relacionadas com a temática do Desenvolvimento Orientado ao Transporte Público e da importância do Espaço Público e Coletivo, enquanto suportes para uma estratégia de reordenamento e qualificação do território. Neste contexto, o Projeto Final de Mestrado que aqui se apresenta, desenvolve-se a duas escalas: a territorial alargada e a urbana. À escala territorial alargada, serão propostos um conjunto de programas de intervenção, para as diferentes estações ferroviárias da Linha de Sintra, de forma a contrariar a monofuncionalidade deste território, promovendo a diversificação de usos, e a complementaridade entre os diferentes aglomerados urbanos, tornando-os áreas polarizadoras de atividade urbana e reforçando assim, o policentrismo da Linha de Sintra. À escala urbana é proposta uma intervenção na área envolvente à estação ferroviária de Agualva-Cacém, com o intuito de aprofundar as questões levantadas na escala territorial, e servir de exemplo para os restantes programas.

ABSTRACT: Agualva-Cacém is a town in the municipality of Sintra and is strongly characterized by a set of structuring elements, particularly its infrastructures. This territory is a suburban area that began to gain importance with the rural exodus, since the 1950s. This caused a population growth and an increase in the number of workers in urban coastal areas, leading to the need for mass housing in the outskirts of Lisbon, and being seen as dormitory areas with little functional diversity. These urban areas have the railway line as the main support of communication with Lisbon, and along which the main urban areas in the municipality of Sintra have developed. However, the organization of these urban areas was based on the automobile, which led to the dispersion of their main activities, making them fragmented areas that favor individual transport over public transport and walking. It is based on these issues that questions arise related to the theme of Transport Oriented Development and the importance of Public and Collective Space, as support for a strategy of reorganization and qualification of the territory. In this context, the Final Master’s Project presented here, is developed at two scales: the extended territorial and the urban scale. At the extended territorial scale, a set of intervention programs will be proposed for the different railway stations of “Linha de Sintra”, in order to counteract the sectoral urban specialization of this territory, promoting the diversification of uses and the complementarity between the different urban areas, making them centralized areas of urban activity and thus reinforcing the polycentrism of “Linha de Sintra”. At the urban scale, an intervention is proposed in the area surrounding the railway station of Agualva-Cacém, with the purpose of deepening the questions raised at the territorial scale, and serving as an example for the remaining programs.
