A biodiversidade para o sector privado : um caso do sector eléctrico

Abstract

Foi considerada a hipótese do sector privado ter vantagens em contribuir voluntariamente para reduzir a taxa de perda de biodiversidade, definindo-se como objectivo principal a avaliação do envolvimento das grandes empresas nesta temática. Efectuou-se um inquérito exploratório a 81 empresas para identificar as motivações, riscos e oportunidades de considerar a gestão da biodiversidade como prática corporativa. Em seguida analisaram-se as práticas de 43 grandes empresas cotadas em bolsa, cujos sectores mais dependem ou afectam a biodiversidade. Por fim, foi proposta uma abordagem metodológica de identificação de situações do tipo win-win e sugerida uma metodologia que garanta a quantificação dos benefícios para a biodiversidade de iniciativas empresariais. O sector eléctrico mereceu um especial destaque, com a EDP- Energias de Portugal S.A. a ser usada como caso de estudo. Com base no contexto do sector eléctrico, foi efectuada uma análise SOWT para a EDP e testadas as metodologias propostas nos seguintes estudos de caso: Aproveitamento Hidroeléctrico do Baixo Sabor; Protocolo Avifauna; e Fundo de Biodiversidade EDP. Na maioria das empresas estudadas é já prática a disponibilização de informação específica de biodiversidade. No entanto, esta é predominantemente descritiva e ilustrada a partir de práticas isoladas, sendo excepcionais as estratégias integradas e consequentes de minimização e compensação dos danos. Como resultado do inquérito, a reputação surgiu como a principal motivação referida, assim como o principal factor de risco e de oportunidade para as empresas considerarem a biodiversidade um assunto corporativo.

This dissertation analyzed the possible advantages to private companies in their voluntary contribution to reduce the rate of biodiversity loss. The main goal was to establish their involvement in this issue. An exploratory survey with 81 companies was conducted to identify the drivers, risks and opportunities for considering biodiversity a corporate issue. Next, the practices of 43 publicly listed companies dependent on biodiversity or where biodiversity might be a material risk were investigated. A management methodology for identification of win-win situations was proposed and it was suggested a methodology for quantifying the benefits from company's initiatives with special emphasis given to the electricity sector. With this focus, a SWOT analysis was made for EDP - Energias de Portugal S.A. and the proposed methodologies tested in the following initiatives: the new hydropower facility of Baixo Sabor; Avifauna Protocol; EDP Biodiversity Fund. Biodiversity practices are already being reported in most of the companies studied. However, most information is qualitative and/or illustrative of isolated practices and integrated and consequent strategy for mitigation and compensation of unavoided impacts were in minority. A survey of the main drivers, risks and opportunities considering biodiversity as a corporate issue was conducted and reputation was referred as being referred as the most important driver, risk and opportunity for companies.
