As instituições são as regras do jogo político, económico e social ou, mais formalmente, as restrições humanamente concebidas que estruturam a interação humana (North, 1994). Partindo desta definição, e da ideia de que o principal objetivo das políticas públicas deve ser o de facilitar o desenvolvimento de instituições que façam emergir o melhor nos humanos (Ostrom, 2010), nesta Dissertação apresenta-se a evolução da significação e integração da Subsidiariedade como regra formal na política e economia, para testar a hipótese da Subsidiariedade como Instituição para o Desenvolvimento na Economia e Políticas Públicas como resposta à questão O que é Subsidiariedade?. Para tal, o texto de análise foi organizado em quatro capítulos principais que correspondem à apresentação de evidências da presença da Subsidiariedade nos quatro níveis da matriz de análise social das Instituições proposta por Williamson (2000). No Capítulo I, faz-se um resumo da evolução histórica da ideia de subsidiariedade; no Capítulo II, apresenta-se a subsidiariedade na governação internacional e a sua confirmação como Princípio no Direito positivo na Europa; no Capítulo III, faz-se a distinção entre os dois eixos estratégicos da subsidiariedade e respetivos impactos na Economia (eficiência e crescimento vs eficácia e desenvolvimento); no Capítulo IV discute-se a Subsidiariedade como incentivo nos desafios do séc. XXI: Sustentabilidade e Desenvolvimento. Confirma-se a presença em todos níveis da matriz de análise social, sugerindo-se, como conclusão, o estudo e investigação da Subsidiariedade no âmbito da (Nova) Economia das Instituições.

Institutions are the rules of the political, economic and social game or, more formally, the humanly designed restrictions that structure human interaction (North, 1994). Based on this definition and the idea that the main purpose of public policies should be to enable the development of institutions that bring out the best in humans (Ostrom, 2010), this Dissertation presents the evolution of the meaning and integration of Subsidiarity as a formal rule in politics and economics, to test the hypothesis of answer: Subsidiarity is an Institution for Development in Economics and Public Policy - to the proposed question: What is Subsidiarity? To this end, the analysis was organized into four main chapters that match the presentation of evidences of Subsidiarity at the four levels of the social analysis matrix of the Institutions proposed by Williamson (2000). Chapter I summarizes the historical evolution of the idea of subsidiarity; Chapter II presents subsidiarity in the international governance and its acknowledgment as a Principle in positive Law in Europe; in Chapter III, a distinction is made between the two strategic axes of Subsidiarity and their impacts on the economy (efficiency and growth versus effectiveness and development); Chapter IV discusses Subsidiarity as an incentive to the challenges in the 21st century: Sustainability and Development. The presence at all the four levels of the social analysis matrix is confirmed, so, as a conclusion, it is suggested further study and research on Subsidiarity within the scope of the (New) Institutional Economics.
