Novas tecnologias de informação e estrutura organizacional: impacto do "groupware"

Abstract

Workgroups and communication networks, as well as the new patterns of motivation among the workforce of the 90's, are key variables when we try to study the information society and the information based organizations. Groupware tools can become an important aid in promoting the transition between burocratic and classical organizational structures, toward more flexible ones, network structured and more adapted to the new environment solicitations. However, this group of tools will not contribute to start the organizational change process de per si, because, before changing the organizational structure and the work organization, one must try to change the way people think and behave, in other words, the social and cultural sub-systems of the organization. We deveioped a case study in a R&D organization, in order to get some inforrnation, considering future investigation projects on the domain of the new information technologies' impact, both on the organizational structure and on group processes. We can point out the following considerations: • Concerning the organizational structure, the use of groupware tools did not affect the control, coordination and communication patterns. The decision making process remained equal; • There was no change in the human resource management policies and procedures; • The relationship between the group members remained unchanged, and they did not abandon the direct communication patterns (face-to-face communication) when they were solving complex problems and making difficult decisions. • The groupware tools, specially the electronic-mail, were considered very important by the group members, concerning the support of their R&D activities, because they allow them to search and exchange more information, without time or space constraints, that is, more efficientely and effectively.

Na sociedade da informação, a comunicação em rede e o trabalho em grupo são factores críticos a considerar, quando pretendemos estudar as organizações baseadas na informação e as novas expectativas da força de trabalho. O "groupware" pode assumir-se como uma ajuda importante na transição das estruturas organizacionais clássicas, burocrático-mecanicistas, que estão obsoletas, para estruturas mais flexíveis, organizadas em rede, onde existam maiores níveis de participação. Contudo, não promoverá a mudança de per si, porque antes de modificar estruturas e formas de organização do trabalho, há que modificar mentalidades e comportamentos, ou seja, actuar ao nível da dinãmica de grupo (vertente sócio-cultural). Para lançar algumas pistas, tendo em vista a realização de futuros trabalhos de investigação no domínio das Novas Tecnologias de Informação e, especificamente, do "groupware", efectuámos um estudo de caso numa organização de 1&0. Como principais considerações, podemos referir que: • A utilização de "groupware" não teve qualquer influência na estrutura organizacional, não alterando os padrões de controlo, comunicação e coordenação, nem contribuindo para reduzir níveis hierárquicos; • A forma como se processa a tomada de decisão permanece idêntica, isto é, é fruto do hábito e da gestão tradicional de recursos humanos; • Os padrões de comunicação mantêm-se idênticos, bem como a relação entre os membros dos grupos. Não se prescinde da interacção directa, ou seja, da comunicação cara-a-cara, para resolver problemas e tomar decisões importantes. • As soluções de "groupware" revelam-se ferramentàs fundamentais para a actividade de investigação, já que permitem pesquisar informação de uma forma mais rápida e sem constrangimentos de espaço e/ou tempo.
