The portuguese dircet investment in the Magreb (PDIM) is as recent as tlie portuguese direct investment abroad (PDIA). Tunísia obtains the major siuns of investment of the PDIM; Morocco tlic greatest number of compamcs as wcll as the most regular influx of PDIM; while Algéria lias been disrcgardcd by most investors. On the other hand, the Portuguese govemment plays a significam role not only regarding its diplomacy by the incentives available, but also by the good example given when the fmns where it participates are the first to invest in these particular markets. The conecpt of globalization is now at stake because of tlic relatively low amount ofmoney involved in tlic PDIM, which can bc regarded as a result of the fact tliat die first efforts of investment had been aimed at the EU, specially at neighbouring Spain and banking industry. Next carne industry (cement industry, and latce teiecommunications, forcetry and chemicals) and only late was it folioued by the delivery services and building. Latin America, specially Brazil. is ranking second as a destination maiket for the PDIA, to which vve may add the Eastern European countries. In tliird place comes the North of Africa, tliat is the Magreb countries. Similarities in lhe way of thinking and values are more importamtlian the geographical, cultural or historical ones. This, the often claimed globalization, can only bring along exclusion as a compensation. That gives us the explanation for Portugal's priority to invest metlic EU contrics. spccially in Spain (similarities in the way of thinking and v alucs. geographical. cultural and histocial proxiinity) and in Brazil (common historical and cultural aspeets) and only recently in the Magreb countries (geographical neamess. though it canT bc considcrcd a specific asset m itself). Nev erthelcss wc expect tliat witli the predictablc defcat of the Algcrian Muslims and with the grovving interest of the EU and the USA to gain influcncc in the Magrcbbian countries, tlic influx of direct investment will incrcasc in this particular arca. In short, Portugal caift stand niotionlcss before the arriv al ofthe American, Asian and European multinationals to the countries of northem Africa.
O investimento directo português no Magrebe (IDPM) e novo, tal como o investimento directo português no estrangeiro (IDPE). No IDPM, em termos de Estados, a Tunísia acolhe o maior montante de investimento. Marrocos o maior número de empresas e o fluxo mais regular de IDPM e a Argélia é ignorada pelos investidores; por outro lado, o Estado português tem um papel preponderante tanto pela diplomacia, como pelos incentivos que disponibiliza e, em particular, pelos exemplos que dá quando as empresas onde participa são das primeiras/principais a investir nestes mercados. A fraqueza relativa dos montantes envolvidos no IDPM questiona o conceito globalização. E que o IDPE orientou-se primeiro para a Europa comunitária, em particular Espanha como destino e banca como protagonista; seguiu-se a indústria (cimentos, telecomunicações, madeira e abrasivos) e, depois, distribuição e construção. Uma segunda zona de destino do IDPE está a ser a América Latina, isto e, o Brasil, a que se pode juntar a Europa de Leste. Em terceiro lugar, segue-se o Norte de Africa, ou seja, o Magrebe. O que conta nas relações económicas internacionais são proximidades (homogeneidades) de lógicas e valores, mais do que geográficas, culturais ou históricas. Daqui que a fenómeno da dita globalização tenha por compensação o da exclusão. Assim se compreende que Portugal aposte primeiro na UE (proximidade de lógicas e valores. a que junta as geográfica, cultural e histórica), em especial na Espanha; depois no Brasil (proximidade histórico-cultural), e só mais recentemente no Magrebe (proximidade geográfica, a qual só por si não garante uma utilidade específica). Espera-se, contudo, que a derrota dos integristas argelinos e a disputa crescente entre a UE e os EUA pelo protagonismo no Magrebe aumentem os fluxos de capital estrangeiro para a zona.
