Abstract

O sector primário e a indústria alimentar compreendem um segmento empresarial bastante alargado, que é regulado por diversas disposições legais e ao redor do qual actuam diversas entidades fiscalizadoras. Este é também um sector que se espera particularmente responsável e com o qual, enquanto consumidores, contactamos diariamente. Neste trabalho foram abordadas três temáticas principais que se inter-relacionam. Numa primeira fase, foi abordada a temática dos aditivos alimentares, realçando a legislação comunitária relevante sobre o assunto. Posteriormente, fez-se referência às carnes enquanto género alimentício e aos potenciais perigos microbiológicos associados. Seguidamente abordou-se a temática dos sulfitos, fazendo menção à sua utilização como conservantes de produtos cárneos. Por fim, foram analisados os dados provenientes do Plano Nacional de Colheita de Amostras (2013 a 2015), no que se refere à pesquisa de sulfitos em produtos cárneos. Sobre este último ponto, será de destacar que a pesquisa de sulfitos em produtos cárneos se iniciou recentemente, em 2013, com uma colheita de 78 amostras. Estas determinações atenuaram-se bastante em 2014 (com 21 amostras colhidas), e voltaram a aumentar em 2015, ano em que se colheram 121 amostras. O estudo divulgado pela DECO no início de 2015, onde sobre esta matéria se alegava forte incumprimento legal a nível do retalho, mediatizou o assunto e impulsionou a fiscalização no terreno. O aumento da colheita de amostras e das subsequentes determinações de sulfitos em produtos cárneos, resultou num aumento da detecção de não-conformidades. Numa abordagem muito geral, será de referir que em 2013 se detectaram 2 não-conformidades; que em 2014 não se detectou nenhuma e que em 2015 se detectaram 41. Tendo em consideração a necessidade de cumprir com a legislação como forma de garantir uma concorrência leal e, acima de tudo, como forma de assegurar a implementação de medidas preventivas que garantam a segurança dos alimentos e a protecção da saúde dos consumidores; sublinha-se assim a importância de manter e intensificar a fiscalização nesta matéria. Destaque para o facto de que 49% das amostras de carne picada e 19% das amostras de preparados de carne, resultaram não conformes nas análises efectuadas pela ASAE no âmbito do PNCA 2015.

ABSTRACT - The primary sector and the food industry cover a very wide business segment, which is regulated by several legal provisions and controled by supervising entities. This is also a sector that is expected to be particularly responsible and with which, as consumers, we contact on a daily basis. In this work three subjects that are interrelated were mainly discussed. First, food adittives were discussed, highlighting the relevant European legislation on the subject. Later in this work, meat products as a foodstuff, as well as its associations with potential microbiological hazards were addressed. Then, sulphites and their application as preservatives in meat products were discussed. Finally, National Sampling Plan data was analyzed (2013-2015), in relation to the sulphites determination in meat products. About the last topic, it is important to highlight that sulphite quantification has begun quite recently, in 2013, with a collection of 78 samples. These determinations were highly reduced in 2014 (with 21 samples collected), and increased again in 2015, year in which 121 samples were taken. The early 2015 DECO study about this matter, claimed to exist a strong legal non-compliance at the retail level. This boosted ASAE surveillance on the ground. Increased sampling and subsequent sulfite determinations in meat, resulted in increased detection of non-conformities. In a very general approach, it should be noted that in 2013 were detected 2 non-conformities; that in 2014 none was detected, and that in 2015 were detected 41. Taking into account the need to comply with the legislation in order to ensure fair competition and, above all, as a way to guarantee the implementation of effective preventive measures that are able to promote food safety and consumer health; is worth nothing that it seems important to maintain and intensify supervision in this matter.From among the data obtained in this work, highlight to the 49% of samples of ground meat and 19% of prepared meat samples, that resulted non-compliant in the laboratory tests made by ASAE under the scope of PNCA 2015.
