Abstract

Em sentido lato, o presente estudo procura abordar as relações existentes entre o homem e o espaço público, nas suas diferentes dimensões e escalas, contextualizadas na cidade actual. Procura-se reflectir sobre a fragmentação social e espacial que marca algumas das áreas periféricas da Área Metropolitana e Lisboa. O crescimento imoderado das periferias devido às fortes carências habitacionais, custos elevados nos centros da cidade, facilidades ao nível da mobilidade espacial, e uso da viatura própria, tornaram o território da região da Grande Lisboa heterogéneo, descontínuo e multipolarizado. Neste contexto, surgem áreas habitacionais fragmentadas, em que falta qualidade de vida e equipamentos de apoio às suas populações. Este é, à primeira vista, um dos grandes problemas que marcaram no passado, os bairros clandestinos e que ainda persistem em algumas Áreas Urbanas de Génese Ilegal (AUGI’s), como é o caso do Bairro do Casal Novo (Odivelas). O desafio deste trabalho foi repensar as AUGI’s como os novos centros urbanos, que para além de todas as vulnerabilidades que apresentam, são lugares propícios ao descanso e repouso das novas populações. É inevitável, a reflexão sobre o seu espaço público, por ser um dos pilares para o encontro e a partilha entre pessoas e grupos sociais diversos. Após um percurso de investigação, elaborou-se uma proposta projectual que assenta na inclusão de equipamentos enquanto factor chave para a superação das principais carências e redinamização do bairro em análise. Entre as principais conclusões que se retiraram deste estudo, destaca-se a necessidade de reorganização morfológica de caracter estrutural e funcional destas áreas, com o objectivo de se tornarem em meios sustentáveis, capacitando a interacção social.

ABSTRACT: The present study attempts to address the existing relationships between Man and the public space, in their different categories and scales. Reflecting on the present city it is intended that this same space becomes the element that unites (attaches) the existing disaggregation provided by the uncontrolled growth of the outlying areas. The immoderate growth of the suburbs due to high housing need(s) and the great mobility that a personal car provides, transformed the territory into an heterogeneous, discontinuous and multi-polar area. There were born throughout the region of the Great Lisbon, fragmented housing areas with little support and aid equipment for their populations. This is, at first sight, one of the major problems of the previous or still existing IGUA's. The challenge of this work is to rethink the IGUA's as the new urban centres, which besides all their weaknesses are propitious resting places for the new populations. It is inevitable, on the one hand, reflecting about their public space, being one of the pillars for the gathering and sharing among their population. On the other hand, the equipment emerges as a key to overcome the needs and as a revitalization tool for their neighbourhood. Among the main conclusions withdrew from the present study, it is highlighted the need to reorganize these areas, aiming to become sustainable areas of social interaction.
