Abstract

Os equipamentos colectivos são elementos estruturantes do território, com um papel decisivo na qualidade de vida urbana, reforçando cada vez mais a importância da sua localização. Estes adquirem uma função polarizadora do espaço circundante, onde a acessibilidade é um fator essencial ao seu planeamento. O objetivo deste trabalho é perceber de que forma os equipamentos colectivos contribuem para a atractividade e dinamismo do território onde se inserem, assim como o seu contributo na promoção da Coesão Social. É identificado como caso de estudo o concelho da Amadora pois este destaca-se devido ao seu estatuto de “cidade dormitório”, confirmado pelo contínuo decréscimo e envelhecimento da população. A partir da caracterização do concelho destaca-se a freguesia da Venteira, que devido às barreiras resultantes das infra-estruturas viárias, IC19 e estrada nacional 117 (EN117), encontra-se subdividida em duas zonas, sendo que uma delas – a zona sul, delimitada por essas acessibilidades, se apresenta mais desprovida de equipamentos colectivos, contrastando com a outra parte da freguesia e zona centro do concelho, mais integrada, com uma forte densificação, tanto de edificado como de população, concentração de equipamentos e condições favoráveis de acessibilidade a Lisboa e Região, através da ferrovia e eixos viários adjacentes. A proposta projectual inclui a ideia de criar uma nova centralidade, através de soluções de localização e inserção de equipamentos colectivos, tendo em conta factores como a população, rede de equipamentos actual, acessibilidade, assim como planos e estratégias delineadas para a área em estudo.

ABSTRACT: Collective equipments are organizational elements of the territory, with a decisive role in the quality of urban life, that increasingly strengthen the importance of its location. They acquire, most of the times, a polarizing function of the surrounding space, where accessibility is a key factor in its planning. The aim of this work is to understand how collective equipments contribute to the attractiveness and dynamism of the territory in which they are inserted, as well as their relevance in the promotion of social cohesion. The municipality of Amadora is identified as a case study because this stands out due to its status as "dormitory city", confirmed by the continuing decline and the aging population. From the characterization of the county, Venteira stands out, due to the barriers resulting from road infrastructure, IC19 and national road 117 (EN117), being divided into two zones, with one of which - the south area, delimited by these accessibilities, presents itself more devoid of collective equipments, contrasting with the other part of the parish and the center of the county, more integrated, with a strong densification, both edified and population, concentration of equipments and favorable conditions of accessibility to Lisbon and region, through the railroad and adjacent road axes. The project plan incorporates the idea of establishing a new centrality, through localization solutions of collective equipments, keeping in mind factors such as population, current equipment network, accessibility, as well as plans and strategies defined for the study area.
