Abstract

Tendo o limite entre a terra e o mar como tela em branco, este documento de investigação e proposta, surge como uma reconciliação entre uma comunidade piscatória e a sua particular ligação com a água, através de um processo criativo no qual são exploradas as dinâmicas entre a Arte e a Arquitetura. Essa forte ligação estabelecida pela ocupação do limite entre dois elementos, é fustigada pela força da natureza, que potencializada pelo fenómeno cada vez mais presente das mudanças climáticas, vai roubando território a quem vive esse limite. Esta constante perda de território ribeirinho, de seu nome Cova do Vapor, é preocupante, sendo por isso de extremo interesse uma solução que permita uma maior segurança para esta comunidade. Trata-se de um local de enorme potencial, que embora tenha uma localização privilegiada, onde o Tejo desagua no Oceano Atlântico, está desconexa dos restantes núcleos urbanos. Ao fornecer as ferramentas urbanas necessárias, para esta comunidade singrar, é possível re-imaginar uma Cova do Vapor como um núcleo urbano conectado, não só territorial mas tambem socialmente, quer seja no mar ou na terra. Uma vez que se trata de uma zona estrategicamente importante a várias escalas, representa o culminar do Rio Tejo, delimita a margem a sul de Lisboa, e configura-se como território vértice entre dois núcleos urbanos de bastante importância, a Trafaria e a Costa da Caparica. Numa tentativa não só de proteção, mas tambem de regularização, a proposta trata-se de uma estrutura de forma regular que se insere no território, se adapta ao tecido urbano, cria espaços públicos, alberga equipamentos e reforça o sentido de limite “vértice”. Materializa-se num controlo de cheios e vazios inspirado não só em exercícios semelhantes praticados na Arte, como na própria despretensão inerente á génese “popular” do tecido edificado existente, edificado pelos próprios residentes.

With the boundary between land and sea as a blank canvas, this research and proposal document emerges as a reconciliation between a fishing community and its unique connection to water through a creative process exploring the dynamics between Art and Architecture. This strong connection established by inhabiting the boundary between two elements is constantly attacked by the force of nature, increasingly stronger because of the prevalent phenomenon of climate change, gradually destroying the territory of those living at this boundary. The ongoing loss of riverside territory, named Cova do Vapor, is concerning, thus making a solution that provides greater security for this community, extremely important. It is a location with enormous potential, although it has a privileged position where the Tagus River meets the Atlantic Ocean, it remains disconnected from other urban nuclei. By providing the necessary urban tools for this community to thrive, it is possible to re-imagine Cova do Vapor as a connected urban space, not only territorially but also socially, whether on the sea or on land. As a strategically important area on various scales, representing the culmination of the Tagus River, delineating the southern shore of Lisbon, and configuring itself as a vertex territory between two urban nuclei of considerable importance, Trafaria and Costa da Caparica. In an attempt not only for protection but also regularization, the proposal is a structure of regular square shape, that integrates into the territory, adapts to the urban fabric, creates public spaces, houses facilities, and reinforces the sense of a "vertex" boundary. It materializes in a control of fullness and emptiness inspired not only by similar exercises practiced in Art but also by the inherent unpretentiousness of the "popular" genesis of the existing built fabric, constructed by the residents themselves.
