Num tempo, em que metade do Mundo desconfia de outra metade do Mundo, em que «o choque das civilizações» parece estar eminente, em que a geometria da Europa se estende a Leste, abordar a temática da Cidadania e dos Direitos Fundamentais, é circunscreve-la ao Homem; (…) temos que, desenvolver esforços para que a Cidadania da União, não seja complementar das cidadanias nacionais mas que a substitua; (…) temos que ambicionar a “Cidadania Mundial” e a Carta Mundial dos Princípios Fundamentais do Homem”.

ABSTRACT: In a time, where half the World is suspicious of the other half, in which “the civilizations’ crash” seems to be eminent, in which Europe’ geometry is extended to East, approaching the thematic of Citizenship and Fundamental Rights, is circumscribing it to Man; (…) we have to develop efforts so that Union’s Citizenship is not complementary of national citizenships but replace it; (…) we have to ambition the “World’s Citizenship” and the World Letter of Men’s Fundamental Principles.
