A escolha parental do ensino particular

Abstract

Uma vez que vivemos numa sociedade em que o Estado garante a educação para todos os alunos do Ensino Básico, pretende-se investigar as razões que levam as famílias a escolherem as escolas particulares para matricularem os seus filhos. Como forma de complementar este estudo, procurou-se averiguar também a prática de regulação que exercem as escolas para combaterem a concorrência e para atraírem alunos. O enquadramento teórico da investigação desenvolve-se em torno de quatro partes. A primeira parte está relacionada com a regulação das políticas educativas, em que se aborda o conceito de regulação na educação e as suas características, também se refere a passagem do “Estado Educador” ao “Estado Avaliador” e se expõe as várias formas de financiamento em educação; a segunda parte consiste na evolução histórica e enquadramento legal das políticas destinadas ao Ensino Particular e Cooperativo, nos dados estatísticos sobre o Ensino Particular em Portugal, no geral, e de um modo mais específico nos Açores, e nas políticas de escolha da escola a nível internacional; na terceira parte faz-se referência a algumas razões da escolha da escola pelos pais; e por fim, na quarta parte, reflecte-se sobre as estratégias das escolas para regular a procura dos pais. A metodologia adoptada assenta numa abordagem mista, conjugando a pesquisa qualitativa, com recurso a entrevistas exploratórias às directoras pedagógicas e a algumas professoras do 1º Ciclo do Ensino Básico das escolas envolvidas no estudo, com a pesquisa quantitativa, através de inquéritos por questionário a todos os pais dos alunos matriculados no 1º Ciclo do Ensino Básico nas mesmas escolas. As conclusões deste estudo confirmam que os pais dão maior importância às razões pedagógicas, institucionais e curriculares e tornaram as razões domésticas e confessionais nas que menos importância tiveram na escolha da escola. De uma forma geral, todas as famílias, independentemente do capital escolar do agregado familiar e da categoria socioprofissional mais elevada do agregado familiar, deram importância às razões apresentadas para a escolha da escola onde matricularam os seus filhos. O estudo termina com o reconhecimento das limitações e sugestões para investigações futuras.

ABSTRACT: Since we live in a society where the State ensures education for all the students of the Elementary Levels, we intend to investigate the reasons that make families choose private schools to enrol their children. In order to complement this research, we also tried to analyse the regulation methods that schools adopt to fight against competition and attract more students. The theoretical setting of our investigation develops around four parts. The first is related to the regulation of educational policy, in which we focus the concept of educational regulation and its characteristics, also referring to the change from the “Educating State” to the “Evaluating State” and presenting all forms of education financing. The second part contains the historical evolution and the legal setting of all the policies related to Private and Cooperative Teaching, the statistical data about Private Teaching in Portugal in general and in the Azores in particular, and also the school choice policies at an international level. In the third part, we refer some of the reasons that lead parents to choose a school. Finally, in the fourth part, we reflect about the strategies that schools use to regulate parents’ demand. The methodology adopted is a mixed approach that combines qualitative research, through exploring interviews done to the pedagogical directors and to some of the Elementary Level teachers of the schools involved in this project, and also a quantitative research, through surveys done to all parents of the students enrolled in the same schools. Our conclusions confirm that parents value more all the pedagogical, institutional and curricular reasons and that domestic and confessional reasons are the least important when it comes to choose a school for their children. In a general way, all families, no matter their school capital as a family or their higher socio-professional category, gave a big importance to the reasons that they had to choose the school for their children. Our work ends with the acknowledgment of its limitations and also with some suggestions for further investigations.
