A PCSD, enquanto resultado da entrada em vigor do Tratado de Lisboa, representa um novo passo político para a gestão de crises. Este artigo analisa as várias implicações desta nova realidade no seio da União Europeia, mas realça que é necessário aguardar pela sua operacionalização para que se verifique uma verdadeira mudança.
