Abstract

This academic research falls within the field of Military Sciences and focuses on the process of updating Military Doctrine in the Portuguese Armed Forces, along with its integration into the Training and Operational Training Model of the Portuguese Army. Based on a qualitative methodology the study employed document analysis in addition to semi-structured interviews with senior staff from the Armed Forces General Staff and the Portuguese Army, through a case study on Joint Military Doctrine. The current process of updating Joint Military Doctrine is at “defined” maturity level 3 according to the NATO IM CMM, with recommendations including the creation of a “Data Fusion” phase, strengthening the Standing Committee for Joint Military Doctrine together with the adoption of emerging technologies. Regarding Specific Military Doctrine the study highlights improvements such as the establishment of a Doctrine and Training Command, the use of Artificial Intelligence, exclusive assignment of human resources and enhanced complementary training. The research proposes concrete lines of action to enhance the doctrinal update process, aiming to strengthen the effectiveness of training, but also operational preparation, while promoting interoperability, modernisation furthermore the operational success within the Portuguese Armed Forces.

O presente trabalho insere-se no domínio das Ciências Militares, focando-se no processo de atualização da Doutrina Militar nas Forças Armadas Portuguesas e a sua integração nos Modelos de Formação e de Treino Operacional do Exército Português. Assente numa abordagem qualitativa, a investigação recorreu à análise documental e a entrevistas semiestruturadas com responsáveis do Estado-Maior-General das Forças Armadas e do Exército Português, integrando o estudo de caso da Doutrina Militar Conjunta. O atual processo de atualização da Doutrina Militar Conjunta encontra-se num nível de maturidade nível 3 “definido”, segundo o NATO IM CMM, recomendando-se a criação de uma etapa de “Data Fusion”, reforço da Comissão Permanente para a Doutrina Militar Conjunta, e aposta em tecnologias emergentes. No que respeita à Doutrina Militar Específica, a investigação identifica como ações de melhoria a criação de um Comando de Doutrina e Formação, a utilização de Inteligência Artificial, a afetação de recursos humanos em exclusividade e o reforço da formação complementar. O estudo propõe linhas de ação concretas para a atualização doutrinária, visando potenciar a eficácia da formação e do treino, contribuindo para a interoperabilidade, modernização e sucesso operacional das Forças Armadas Portuguesas.
