Interação entre a base tecnológica e industrial de defesa e as Forças Armadas: contributos para a sua melhoria

Abstract

Este trabalho analisa a interação entre a Base Tecnológica e Industrial de Defesa e as Forças Armadas Portuguesas, procurando identificar contributos para a sua melhoria. A investigação assenta no reconhecimento de que a colaboração entre os dois setores é essencial para o reforço da autonomia estratégica nacional e para a dinamização da inovação tecnológica. O estudo adota uma metodologia qualitativa baseada num estudo de caso, utilizando como fontes entrevistas semiestruturadas, documentação oficial e observação direta. A análise de conteúdo foi a técnica utilizada para o tratamento dos dados. Os principais resultados mostram que, apesar da existência de estruturas e instrumentos formais como a idD Portugal Defence, o Fundo Europeu de Defesa e a PESCO, a ligação entre a BTID e as Forças Armadas enfrenta ainda desafios estruturais, como a fragmentação institucional, a comunicação informal e a ausência de métricas de avaliação. Conclui-se que, a otimização da interação poderá adotar medidas em dois níveis: contributos tangíveis - como as plataformas colaborativas e as métricas de desempenho – e contributos intangíveis - como as políticas públicas integradas e a revisão legal. Esta investigação fornece uma base analítica aplicável a contextos semelhantes, promovendo uma estratégia de defesa nacional mais coesa e eficaz.

This work analyses the interaction between the Defence Technological and Industrial Base and the Portuguese Armed Forces, seeking to identify contributions to its improvement. The research is based on the recognition that collaboration between the two sectors is essential for strengthening national strategic autonomy and boosting technological innovation. The study adopts a qualitative methodology based on a case study, using semi-structured interviews, official documentation and direct observation as sources. Content analysis was the technique used to process the data. The main results show that, despite the existence of formal structures and instruments such as idD Portugal Defence, the European Defence Fund and PESCO, the link between BTID and the Armed Forces still faces structural challenges, such as institutional fragmentation, informal communication and the absence of evaluation metrics. It is concluded that optimising interaction requires adopting measures at two levels: tangible contributions - such as collaborative platforms and performance metrics - and intangible ones - such as integrated public policies and legal review. This research provides an analytical basis applicable to similar contexts, promoting a more cohesive and effective national defence strategy.
