"Sistema de sistemas" : o triunfo da tecnologia?

Abstract

No início do séc. XXI, o chamado “Sistema de Sistemas” traduz-se na evidente supremacia tecnológica dos Estados Unidos da América (EUA)no âmbito da segurança e defesa, e numa nova forma de fazer guerra. Contudo, e apesar das suas inúmeras potencialidades, esta nova realidade revelou-se incapaz de preservar a sensação de invulnerabilidade norte-americana, como os atentados de 11 de Setembro de 2001 vieram, cruelmente, a demonstrar. Desta forma, torna-se essencial reflectir sobre a seguinte questão: será que o “Sistema de Sistemas”, enquanto expoente máximo do desenvolvimento tecnológico na área da segurança e defesa, poderá vir a representar a solução para os futuros conflitos internacionais? É convicção do autor deste ensaio que o “Sistema de Sistemas” nunca poderá ser um fim em si mesmo, uma vez que a componente humana terá sempre um papel determinante a desempenhar.
