A soberania em contexto europeu : como a União Europeia contribui para o aumento da soberania nacional

Abstract

Este trabalho pretende dar uma nova perspectiva sobre a questão da soberania em contexto Euro‑ peu. Neste contexto, pretendemos apresentar o argumento que a União Europeia pode contribuir para o aumento da soberania. Para abordarmos o presente argumento iniciámos o nosso estudo pelo conceito de soberania, tendo verificado que existe uma componente interna e externa. Esta vertente externa necessita de capa‑ cidade de afirmação, pelo que são necessários instrumentos de poder. Verificamos ainda que existem sérias limitações à capacidade indivi‑ dual dos Estados de conseguirem as necessárias capacidades de projecção da força. Como tal, através de um mecanismo de partilha – pooling – os Estados europeus verão as suas capacidades de intervenção aumentadas, aumentando assim a sua afirmação no plano externo, o que se configura como um aumento de soberania.
