Abstract

A primeira sessão do 2.º Seminário de Defesa Nacional ocorreu em formato virtual e fechado, restrito a um número de decisores políticos e militares. Seguindo os moldes do ano anterior, o evento constituiu-se como uma oportunidade para discutir as prioridades da Defesa Nacional, almejando promover uma cultura de produção de informação que seja rigorosa, sistemática e comparada, mas também ancorar uma comunicação pública de defesa consequente, que permita abrir posteriormente o debate a um escrutínio publico mais informado e exigente. O contexto pandémico influiu diretamente na escolha dos temas a serem abordados, nomeadamente, (1) o papel das Forças Armadas na resposta de emergência a crises, e (2) o desenvolvimento de uma política coerente de recursos humanos. No primeiro caso, refletiu-se sobre lições aprendidas com o combate à COVID-19, mas também na colaboração com as estruturas da Proteção Civil, por forma a melhor enfrentar desafios futuros. No segundo caso, discutiram-se medidas de recrutamento e retenção de mulheres e homens nas Forças Armadas, bem como a sua subsequente reinserção na economia nacional.
