A PESC : um processo em construçao

Abstract

A política Externa e de Segurança Comum (PESC) é uma iniciativa política numa realidade nova que é a União Europeia. Esta novidade convida à revisão, adaptação ou inovação de conceitos de aplicação à PESC e que, até agora, eram de exclusiva referência ao estado soberano. O enquadramento da PESC, em particular o Tratado de Amesterdão, aponta para uma política de sistema intergovernamental e para uma defesa baseada no vínculo transatlântico. No entanto, abrem-se perspectivas para outras alternativas de maior protagonismo e independência da União, que podem ir até ao estatuto de superpotência num futuro sistema internacional multipolar. O autor opta pela escolha actual que entende ser a que melhor se ajusta aos interesses nacionais, considerando-a de prudência, senso e consenso. Lembra, ainda, que as alternativas que se oferecem e que apontam para um sistema federal e uma desvinculação euroatlântica, parcial ou total, não são indiferentes para Portugal, antes pelo contrário tocam muito de perto os seus interesses vitais.
