Abstract

Pretende-se, neste trabalho, apresentar algumas dimensões problemáticas das intervenções humanitárias no contexto da sociedade de risco. Refere-se, em primeiro lugar, o paradoxo da racionalidade assente em dois postulados: 1) a utilização da tecnologia de altos riscos pretende ser racional relativamente aos objectivos a atingir; 2) ao mesmo tempo, é irracional em virtude da incontrolabilidade do sistema interactivo de agentes potencialmente causadores de catástrofes ecológicas. Alude-se, em segundo lugar, ao teorema de Popper quanto aos limites de predicabilidade quanto aos efeitos temporais da tecnologia militar de alto risco. A análise da estrutura do risco conduz-nos a discutir duas questões centrais: refracção do risco tecno-ecológico nos próprios causadores do risco; transformação do risco em estudo em protesto contra a intervenção humanitária em si mesmo. A segunda parte do trabalho retoma um diálogo anterior com as instituições militares e procura recuperar o conceito de “Estado-Falhado” no contexto das intervenções humanitárias.
