As fronteiras da Europa

Abstract

A relação entre a identidade europeia e as fronteiras da Europa foi dominante no pensamento dos Projectistas da Paz. Na Declaração de Laeken, de 15 de Dezembro de 2001, apareceram associadas identidade e projecto. Todavia, o fim da guerra fria em 1989 marcou uma deriva que vai distanciando as fronteiras do projecto político da fronteira de identidade. A adaptação de conceitos da NATO parece a linha dominante. Libertar a Europa do Atlântico aos Urais, associar a segurança do espaço ao desenvolvimento, utilizar o conceito de aliança para além das identidades culturais ou políticas, foram estratégias da NATO. Integrar a Europa do Atlântico aos Urais, organizar um pilar específico de defesa, integrar a Turquia com razões da teoria das alianças, são réplicas europeias. O valor de síntese, ensaiado no projecto de Constituição Europeia, é o patriotismo constitucional. Não se conhecem estudos de governabilidade.
