Tendências nos conflitos de fraca intensidade

Abstract

Os anos do pós-Guerra Fria têm sido marcados por uma conflitualidade crescente, marcada sobretudo pela eclosão de guerras internas, como conflitos étnicos. Estes conflitos têm lugar em Estados fracos e subdesenvolvidos, principalmente na África a sul do Saara (os “failed states”). Os conflitos internos põem uma série de problemas. Um deles é que as partes envolvidas, desde facções do exército, a milícias, guerrilhas e grupos de criminosos são, por vezes, difíceis de identificar nestes conflitos. Frequentemente, têm mais incentivos (estratégicos, económicos, sociais e de prestígio pessoal) em continuar a guerra do que em sentar-se à mesa das negociações. Além disso, nesta era em que vivemos, certas ameaças transnacionais como o terrorismo, crime organizado e a proliferação armamentista têm grandes probabilidades de se conjugar, constituindo ameaças de uma dimensão inaudita. A “Estratégia Europeia em Matéria de Segurança” (Dezembro de 2003) chama a atenção para o perigo que a congregação destas ameaças representa.
