Abstract

Numa perspectiva histórica, este nosso tempo é matizado por uma preferência política e um processo tecnológico de adaptação das democracias ocidentais a uma transformação militar, assimétrica, mas contínua, induzida por um novo ambiente estratégico, resultante de uma Globalização Informacional. A incerteza na evolução do Sistema Internacional acompanhada por uma renovada relação do Estado-Nação perante o poder militar, em termos de criação e de emprego dessa componente de poder nacional, continuam a induzir mutações na Arte da Guerra. As implicações deste panorama internacional, que se interpenetram e interagem, alteram de forma drástica a capacidade de Segurança e Defesa dos Estados. Abstract: In a historical perspective, our time is tinged by a political preference and a technological adaptation process of the western democracies to a military, asymmetrical, but continuous transformation, induced by a new strategic environment as a resultant of an Informational Globalization. The uncertainty in the evolution of the International System accompanied by a renewed relation of the Nation-State with military power, in terms of creation and employment of this component of national power, keeps inducing changes in the Art of War. The repercussion of this international framework, which interpenetrates and interacts, radically affects the State´s Security and Defense capabilities.
