Abstract

Ao longo dos anos têm sucedido grandes evoluções na forma como a Segurança é encarada no seio militar. No caso concreto da Força Aérea Portuguesa (FAP) existe uma grande evolução na segurança em voo e na segurança em terra. A base da promoção da segurança assenta essencialmente em necessidades decorrentes de aspetos técnicos, fatores humanos e organizacionais, intrínsecos e transversais a qualquer organização, sendo ou não baseada em regulamentos e num código deontológico próprio. Nos dias de hoje, e com a crescente evolução dos diferentes aspetos constituintes de uma organização, encara-se a abordagem sistémica destes fatores como o caminho para a redução e mitigação dos riscos a níveis aceitáveis, elevando a segurança a parâmetros admissíveis. A FAP, como organização prestigiada e acompanhante de toda e qualquer evolução tecnológica, a nível de mentalidade e equipamentos, assume que, atualmente, a mitigação dos riscos a níveis aceitáveis é a melhor e mais completa definição para segurança, admitindo-se como inatingível o cenário em que não existem riscos no global. A Inspeção Geral da Força Aérea (IGFA), entidade responsável pela Prevenção de Acidentes na FAP, tem emanado e acompanhado diversos documentos com o intuito de transmitir recomendações, nomeadamente: Regulamento da Força Aérea 330-3, Organização e Normas de Funcionamento da Inspeção Geral da Força Aérea; Regulamento da Força Aérea 330-1;Regulamento de Prevenção de Acidentes; e a Diretiva nº 02/05, Aplicação da Gestão de Risco na Força Aérea, com o objetivo de alcançar um nível aceitável de segurança. O presente estudo, sendo realizado na FAP, mais propriamente na Manutenção da Esquadra 101, está intrinsecamente ligado com o que foi referido anteriormente. Este estudo incidirá na Avaliação de Riscos à Manutenção da Esquadra 101, com o objetivo de analisar a possibilidade e aplicabilidade de novas ferramentas e metodologias de Avaliação de Risco, que serão apresentadas e transportadas para um contexto mais prático no sentido de apurar qual ou quais se adequam mais à realidade da Manutenção da Esquadra 101.

Abstract: Throughout the years there has been a major evolution regarding the way Safety is seen in the military mean, with particular emphasis in the flight safety. The foundations upon which theSafety is promoted are the needs resultants from technical, human and organizational factors,which are horizontal to any organization whether military or not. Nowadays with the rising evolution of the all the features within the organizations, one see the systemic approach to the mentioned above factors, as the way to reduce the risk down to an acceptable level, thus elevating the Safety parameters to an admissible baseline. The Portuguese Air Force (PoAF), as an honorable organization that keeps up with each and all the technological evolution, assumes that in the present moment, the mitigation of the risk to acceptable levels, is the best and most complete definition for Safety. Assuming a no risk scenario is unachievable. The IGFA, which is the entity within the PoAF responsible for the Accident Prevention, has been emanating several documents, with the purpose of transmitting recommendations, particularly through the RFA 330-3; RFA 330-1; Directive nº02/05, in order to achieve an acceptable Safety level. The hereby presented study, approaches the subject trough a Risk Assessment to the Maintenance of the 101 Squadron, with the objective of analyzing the possibility and applicability of a new set of tools and methodologies to assess the risk, which will be introduced into a more practical context, in order to find out which of them fit the best in the Maintenance of the 101 Squadron working environment.
