Abstract

A presente investigação procura enquadrar e compreender o que é a avaliação da qualidade da auditoria interna e como é que esta pode contribuir para uma maior confiança no trabalho desenvolvido pelos auditores internos. Os principais objetivos deste trabalho são identificar as orientações obrigatórias e as melhores práticas associadas à função de auditoria interna. Será também feita uma abordagem aos modelos que estão ao alcance dos departamentos de auditoria interna para aferir essa qualidade, designadamente, a implementação de programas de avaliação e garantia da qualidade, adoção do modelo de maturidade da qualidade desenvolvido pelo Institute of Internal Auditors, utilização de medidas de benchmarking e a certificação internacional da qualidade. Para além da revisão bibliográfica realizada sobre a temática, bem como análise de estudos internacionais e nacionais, conduzimos um estudo empírico através da análise documental junto da EDP, através de um inquérito por questionário administrado à Direção de Auditoria Interna da Portugal Telecom e através de um entrevista semiestruturada junto da presidência do IPAI, que nos permitiu retirar algumas conclusões relativas à avaliação da qualidade da auditoria interna com vista à obtenção da certificação internacional.

This research seeks to frame and understand what the evaluation of the internal audit quality is, and how it can contribute to greater confidence in the work performed by the internal auditors. The main objectives of this work are to identify the mandatory guidelines and best practices associated with the internal audit function. It will be also made an approach to the models that are within close range of internal audit departments to assess the quality, such as, the implementation of evaluation programmes for quality assurance, adoption of the quality maturity model developed by the Institute of Internal Auditors, using benchmarking measures and international quality certification. In addition to the literature review carried out on the subject, as well as national and international studies analysis, we conducted an empirical study through the analysis of documents of the EDP, through a survey administered to the direction of internal audit of Portugal Telecom and by a semi-structured interview with the Chair of the IPAI, which allowed us to draw some conclusions on the evaluation of the quality of the internal audit with a view to obtaining international certification.
