Abstract

Det videnskabelige peer review har været anset som en helt central institution i den moderne videnskabs udvikling til vurdering af videnskabelig kvalitet i de sidste 100 år - fra udvælgelse af artikler over vurdering af projekter til ansættelse af forskere. Peer review’ets betydning er hidtil ikke blevet påvirket af de seneste års samfundsmæssig forandringer i videnskabens og forskningens organisation og funktion. Den moderne videnskabens fremvækst og institutionalisering skete i en historisk periode, hvor det fra videnskabens side handlede om at frigøre sig fra tidligere tiders politiske og religiøse forsøg på indgriben og kontrol gennem at udvikle sine egne, interne regler og normer. Dette kan ikke siges at være tilfældet i dag, hvor videnskaben i stigende grad integreres i samfundet - ikke mindst på baggrund af videnskabens eller den videnskabelige videns omfattende betydning for samfundets økonomiske udvikling. Dette betyder også, at de systemer (normer, regler) der oprindeligt fremmede videnskabens autonomi i samfundet ikke længere kan antages at have den samme betydning og vægt i samfundet som tidligere.
