Análisis multicriterio del cambio de tecnología de riego en una comunidad de regantes

Abstract

En este trabajo se analizan los efectos producidos por el cambio de tecnología de riego en una Comunidad de Regantes sobre la eficiencia en el uso del agua. Para ello se comparan las curvas de demanda de agua de riego correspondientes a dos periodos de años diferentes en dicha comunidad, en los que se han utilizado dos sistemas riego: aspersión y goteo. La metodología seguida en el análisis es la programación matemática no lineal multicriterio, con la que se ha obtenido una función de utilidad que refleja matemáticamente la actitud de los agricultores, y que se optimizará posteriormente bajo diferentes niveles de hipotéticos precios del agua, posibilitando así la obtención de las curvas de demanda de agua correspondientes a diferentes tecnologías de riego. El estudio muestra que los agricultores están invirtiendo en sistemas de riego ahorradores de agua, pero motivados más por la mayor productividad del agua que proporciona el riego por goteo y por la escasez de mano de obra agrícola de la zona, que por el pago de una tarifa en el agua de riego. Concluimos que el cambio tecnológico es beneficioso a los precios actuales del agua, pero en caso de aplicarse una política de tarifas al agua, la demanda de agua podría hacerse inelástica a largo plazo en zonas donde los sistemas de riego más eficientes han sido ya implantados, debido a que la mayor productividad del agua supera a los costes marginales con este tipo de tecnología de riego
