Rural development and natural protected areas: The Sustainable Development Plans.- We expose some reasons of the failure of Spanish natural protected areas in terms of instruments for a sustainable development, such as the complex set of protection categories, the conceptual confusion about this matter and the weak legal support concerning the connection between protected areas and socioeconomic development. After a synthetic view of main Spanish achievements in this matter, we deal with Andalusia case, a pioneering region where the approved Sustainable Development Plans are an exemplary evidence of the little efficiency of this kind of planning.
Se exponen algunas causas del fracaso de los espacios naturales protegidos españoles como instrumentos de desarrollo sostenible, tales como la complejidad derivada del enorme catálogo de figuras protectoras, la confusión conceptual y el reducido soporte jurídico a favor de la relación entre espacio protegido y desarrollo socioeconómico. Tras resumir los logros registrados en España en esta materia, se aborda el caso de Andalucía, por su condición pionera y porque los Planes de Desarrollo Sostenible aprobados allí muestran la limitada eficacia de este tipo de instrumentos.
