Abstract

[ES] Se alude a los nuevos enfoques historiogr?ficos, se enfatiza la necesidad del an?lisis pluritem?tico y se destaca la importancia del concepto de poder en su doble vertiente de poder pol?ticol-legal (soberan?a) y de poder econ?micoadministrativo (propiedad), present?ndolo como la trama estructural que engloba a todos y a cada uno de los puntos concretos a tener en cuenta en el estudio del r?gimen municipal. Estos puntos b?sicos, aut?nomos en su naturaleza pero interdependientes en su funcionamiento, son la estructura org?nica de los concejos; los recursos humanos, exteriorizados a trav?s del gobierno de parentelas y clientelas, y los recursos financiero-fiscales, desvelados por el patrimonio municipal y las diversas haciendas locales; la din?mica administrativa, atenta m?s a la resoluci?n de los intereses de las oligarqu?as que a las necesidades de la comunidad de vecinos; las bases humanas y territoriales; la lucha por el poder, materializada en el binomio Rey-Reino, reunido este ?ltimo en Cortes o separado en los Cabildos de las ciudades; y, finalmente, la lucha contra el poder, desencadenada por la desorganizaci?n de la vida econ?mica, la presi?n fiscal, las levas y la mala administraci?n. La conclusi?n de este trabajo podr?a ser la afirmaci?n o, incluso, la demostraci?n de que la organizaci?n pol?tica de la sociedad castellana s?lo se puede entender en su plenitud org?nica y funcional en la medida en que se conozcan los entresijos estructurales y din?micos de la administraci?n local.

[EN] New historiographical views are referred to, emphasis is placed on the need for plurithematical analysis and importance is given to the concept of power in its double role of political-legal power (dominion) and economic-administrative power (property), presenting it as the structural fabric that covers each and every one of the specific questions to be taken into account when studying municipal administration. These basic questions, autonomous by nature but interdependent in their working, make up the organical structure of the councils: human resources, exteriorised through government by kinsfolk and clientele, and financial-fiscal resources, revealed by municipal patrimony and the different local treasuries; administrative policy, more concerned with resolving oligarchical interests than the needs of local residents: human and territorial headquarters; the fight for power, materialized by the twofold terms King-Kingdom, the latter gathered in the Court or scattered among the cities in municipal councils; and, finally, the fight against power, unleashed by the disorganization of economic activity, tax pressures, levies and poor administration. The conclusion from this study would be the statement, or even the proof, that the polical organization of Castilian society can only be understood in its organic and functional plenitude insofar as the structural and dinamic intertwined workings of local administration are revealed.
