[ES]El terrorismo y la criminalidad organizada son reconocidos como dos de las amenazas m?s importantes para la seguridad nacional espa?ola, cuesti?n que aparece recogida en sus ?ltimos documentos estrat?gicos que constituyen el marco de las pol?ticas nacionales. En consonancia, el Departamento de Seguridad Nacional ha elaborado dos estrategias de segundo nivel, una sobre terrorismo y otra sobre crimen organizado y delincuencia grave, para determinar las directrices de las pol?ticas estatales en la lucha contra estas problem?ticas. El presente documento se centra en analizar algunas de las principales pretensiones de dichos documentos estrat?gicos y las dificultades existentes para su implementaci?n. [EN]Terrorism and organized crime are recognized as two of the most important threats to Spanish Homeland Security, an issue that appears in its latest strategic documents that constitute the framework of national policies. According to the Department of Homeland Security, two second-level strategies have been published, one on terrorism and the other on organized crime and serious crime, to determine the guidelines of state policies in the fight against these problems. This article focuses on analysing some of the main claims of these strategic documents and the difficulties for their implementation.
