[ES] En el trabajo se analizan las modificaciones en materia de censo electoral y de regulaci?n de la campa?a elec-toral, con especial atenci?n a las relacionadas con la publicidad institucional, incorporadas a la Proposici?n de Ley de reforma de la LOREG actualmente en tramitaci?n parlamentaria. Respecto al censo, se destaca como objetivo ?ltimo de la reforma la lucha contra el fraude en la inscripci?n censal. La concreta soluci?n adoptada se considera no obstante una propuesta t?cnicamente mal articulada, que por otra parte no regula con clari-dad elementos importantes del sistema ni aborda los aspectos centrales m?s necesitados de reforma en este campo. Se realiza tambi?n en el trabajo una valoraci?n de la situaci?n actual de nuestro ?derecho de campa?a electoral? y de las causas que le han llevado a ser uno de los aspectos m?s necesitados de una reconsideraci?n general dentro de nuestro derecho electoral, objetivo que no se logra con las reformas parciales contempladas en la Proposici?n de Ley. En este marco, se analizan las innovaciones propuestas en materia de publicidad ins-titucional, y que implican una soluci?n legislativa prudente, pero probablemente insuficiente, para acabar con las disfuncionalidades producidas por las malas pr?cticas pol?ticas en este campo. [EN] The present article analyzes the modifications to the electoral register and regulation of the electoral cam-paign, particularly focusing on institutional advertising, as mentioned in the Draft on reforming the Organic Law on the Electoral System, which is under the parliamentary consideration at present. With regard to the electoral register, the aim of the reform is the fight against fraud in the inscription. However, the solution adopted is assessed as a badly articulated proposal, which neither establishes a clear regulation on the most important elements of the system nor deals with the basic aspects most in need of reform in this field. This paper also examines the current situation of the Spanish regulation of electoral campaigning and the reasons making it one of the aspects requiring some fundamental reconsideration in our Election Law. This is not at-tained by means of the partial reforms included in the aforementioned Draft. In this context, this piece of work analyses the proposed reforms on institutional advertising, which imply a reasonable but probably insuf-ficient legislative solution, and concludes with the problems that stem from bad political habits in this ?rea.
