Abstract

Este art?culo examina las relaciones establecidas entre el campesinado, la pol?tica de tierras y de conservaci?n de bosques en Costa Rica entre las d?cadas de 1960 y 1980. Su objetivo es estudiar las contradicciones sociales y ecol?gicas de dichas pol?ticas en el contexto del auge de la Reforma Agraria y la deforestaci?n en este pa?s. En primer lugar, analiza los enfrentamientos que ocurrieron entre el Instituto de Tierras y Colonizaci?n (ITCO) y los campesinos en diversas zonas de reserva forestal, en las cuales los campesinos explotaban el bosque. En segundo lugar, estudia las conflictos entre campesinos y conservacionistas ocurridos en las fronteras entre los parques nacionales y los asentamientos creados por el Estado. La investigaci?n concentra su atenci?n en comprender los discursos y la sem?ntica a trav?s de los cuales el Estado justificaba su intervenci?n en estos conflictos, as? como la represi?n contra los campesinos. Asimismo, toma en cuenta la perspectiva de acad?micos y expertos ambientales acerca de las relaciones existentes entre la deforestaci?n y el campesino ?precarista?. El estudio utiliza fuentes primarias, provenientes de archivos p?blicos, as? como bibliograf?a especializada.

The article analyzes the relations between the peasant and public policies regarding land tenure and forest conservation in Costa Rica between the 1960s and 1980s. It aims to study the social and ecological contradictions of such policies within the broader context that encompasses agrarian reform on one side and deforestation on the other. To begin with, it examines the confrontation between forest-exploiting peasants in reservation areas and the agency in charge of land distribution (Instituto de Tierras y Colonizaci?n). Secondly, it assesses the conflicts between conservationists and the peasants established on the borders between national parks and state-managed settlements. The study focuses on the narrative developed by the State to justify the intervention in those conflicts on one side and the repression against the peasants on the other. Furthermore, it discusses the perceptions of scholars and environmentalists on the role of the ?precarista? (squatter) in the process of deforestation. The study is based on archival sources and specialized bibliography.
