Abstract

El presente texto parte de la constataci?n en la ?ltima cita ol?mpica de Tokio2020 del ?xito de los sistemas de alto rendimiento vinculados o encuadrados dentro de las Fuerzas Armadas y los Cuerpos Policiales de los Estados. Si bien hist?ricamente se conoce la vinculaci?n de la pr?ctica deportiva con los ejercicios para la guerra, as? como la implementaci?n de sistemas deportivos al interior de mencionadas instituciones m?s all? de la necesaria condici?n f?sica de sus miembros. En la modernidad y muy especialmente con el avance de la competitividad internacional en el seno de los Juegos Ol?mpicos, vemos c?mo esa hist?rica relaci?n se afianza, caso claro del Atleta de Estado de la URSS y de Italia, para ser en la actualidad una clara tendencia en los pa?ses que experimentan dificultades para hacer sostenible la pr?ctica deportiva de alto rendimiento, considerada como un factor esencial del desarrollo deportivo nacional, as? como clave en su labor de representaci?n internacional. En este sentido, este trabajo tiene por objetivo analizar la tendencia hacia la militarizaci?n de los sistemas deportivos en el ?mbito Iberoamericano, para lo que partir? con una aproximaci?n hist?rica al concepto de Atleta de Estado y la relaci?n del deporte de alto rendimiento con las estructuras militares. Seguidamente se centrar? en trabajar el proceso de militarizaci?n de los sistemas deportivos a trav?s de la visi?n jur?dica de las relaciones de especial sujeci?n, para finalizar analizando la tendencia y sus variantes a trav?s del an?lisis de los programas deportivos de una parte de los pa?ses de Iberoam?rica como Espa?a, Brasil, M?xico, Rep?blica Dominicana y Colombia.

This text is based on the confirmation, at the last Tokyo2020 Olympic Games, of the success of high-performance systems linked or framed within the Armed Forces and Police forces of different Countries. Although historically the link between sports practice and exercises for war is known, as well as the implementation of sports systems within the aforementioned institutions beyond the necessary physical condition of their members. In modern times and especially with the advancement of international competitiveness within the Olympic Games, we see how this historical relationship takes hold, a clear case of the State Athlete of the U.S.S.R. and from Italy, to be currently a clear trend in countries that experience difficulties in making high-performance sports practice sustainable, considered an essential factor in national sports development, as well as key in their international representation work. In this sense, this work aims to analyze the trend towards the militarization of sports systems in the Ibero-American area, for which it will start with a historical approach to the concept of State Athlete and the relationship of high-performance sports with military structures. Then, we will focus on how was the process of militarization of sports systems through the legal vision of the relationships of special subjection, and finally describing the trend and its variants through the analysis of the sports programs of a part of some Ibero-American countries such as Spain, Brazil, Mexico, the Dominican Republic and Colombia.

Este texto se baseia na confirma??o nos Jogos Ol?mpicos 'T?quio2020' do sucesso dos sistemas de alto desempenho vinculados ou enquadrados ?s For?as Armadas e policiais dos Estados. Historicamente, ? conhecida a liga??o entre a pr?tica esportiva e os exerc?cios para a guerra, bem como a implanta??o de sistemas esportivos dentro das referidas institui??es, al?m da condi??o f?sica necess?ria de seus integrantes. Nos tempos modernos e, principalmente, com o avan?o da competitividade internacional dentro dos Jogos Ol?mpicos, vemos como essa rela??o hist?rica se firma ? um caso claro do Atleta do Estado dos EUA e da It?lia ? por ser atualmente uma tend?ncia n?tida em pa?ses que t?m dificuldades em tornar sustent?vel a pr?tica esportiva de alto rendimento, considerada um fator essencial para o desenvolvimento do esporte nacional, al?m de fundamental no seu trabalho de representa??o internacional. Neste sentido, este trabalho tem como objetivo analisar a tend?ncia de militariza??o dos sistemas desportivos na ?rea ibero-americana, por meio de uma abordagem hist?rica do conceito de ?Atleta do Estado? e da rela??o dos esportes de alto rendimento com as estruturas militares. A seguir, concentrar-se-? em trabalhar o processo de militariza??o dos sistemas esportivos atrav?s da vis?o jur?dica das rela??es de sujei??o especial, para terminar analisando a tend?ncia e suas variantes atrav?s da an?lise dos programas esportivos de uma parte da Ibero-Am?rica: Espanha, Brasil, M?xico, Rep?blica Dominicana e Col?mbia.
