Abstract

[ES]La afirmaci?n de la ?responsabilidad de proteger? como nuevo concepto en las relaciones internacionales, los nuevos tipos de conflictos y las renovadas operaciones complejas de paz presentan un nuevo escenario humanitario para el comienzo de siglo. En el cual los elementos civiles, que desarrollaban tradicionalmente el trabajo de asistencia humanitaria, se han visto llamados a cooperar con los elementos militares. La relaci?n entre ambos agentes no siempre fue f?cil ni fluida. Para facilitar el trabajo, los actores elaboran diferentes documentos o directrices program?ticas que suponen la afirmaci?n de los principios de imparcialidad independencia, colaboraci?n, neutralidad, ?ltimo recurso, cuyo contenido se examina en el presenta trabajo. Finalmente se examina la aplicaci?n de dichos principios en un caso concreto, el pa?s de reciente creaci?n Sud?n del Sur, quedando de manifiesto las dificultades pr?cticas de la cooperaci?n, as? como la necesidad de profundizar en este campo.

[EN] The assertion of "responsibility to protect" as a new concept in international relations, new types of conflicts and the renovated complex peace operations have altered the humanitarian arena. Thereby, the scenario has changed; Civilian agencies, which traditionally developed the work of humanitarian assistance, have been pushed to cooperate with the military elements. The relationship between the two agents has never been easy or fluent. In order to facilitate the work, both actors develop different documents or programmatic guidelines. Within these documents, the affirmation of the principles of mpartiality, independence, cooperation, neutrality or last resort was the main topics. The content of the documents is examined in this work. Last, the application of those principles in a particular case, the country's newly established Southern Sudan, is examined. The practical difficulties of cooperation become clear, as well as the need to delve into the matter.
