Abstract

[ES] Se analizar?, en primer lugar, la Intervenci?n Humanitaria, al constituir el antecedente de la Responsabilidad de Proteger. A continuaci?n, el proceso de creaci?n de esta, seguido de su evoluci?n. En el siguiente apartado, veremos los contextos internos de Libia y de Siria al tiempo de sus respectivos conflictos. Pasamos al apartado IV y con ello al examen de la actuaci?n del CS relativa al caso libio. Apartado V, lo mismo referido a Siria. Seguidamente, se estudiar?n los diversos par?metros presentes en la comparaci?n entre ambos supuestos. Dados los problemas y la insatisfactoria actuaci?n del CS (tanto en el primer caso como en el otro), veremos las propuestas de modificaci?n de la Responsabilidad de Proteger y marco normativo, con especial atenci?n al C?digo de Conducta propuesto por Francia en 2013 (dado que esta iniciativa merece particular atenci?n, al tratarse de la ?nica ocasi?n en que uno de los culpables del fracaso de la aplicaci?n de la RP muestra su intenci?n de cambio en su actuaci?n).

[EN]Firstly, this report analyzes the precedent of the Responsability to Protect, the Humanitarian Intervention. Right after, the creation's process of RP and its evolution. Section III: the internal backgrounds of Libyan and Syrian wars will be analyzed. In the part IV, the report examines the actions of SC concerning Libya. Straightaway: its actions referred to Syria. In the next section, we make a comparison between the conflicts of Libya and Syria. Finally: due to the unsatisfactory results of SC's behaviour (in both cases), the report studies the diferent proposals of R2P's (and its scope of application) remodelling. Specially (on account of its significance) the code of conduct that France proposes in 2013.
