El presente trabajo pretende generar un panorama sobre la efectividad en la implementaci?n de las transferencias condicionadas de efectivo como pol?tica p?blica encaminada al rompimiento de la transmisi?n intergeneracional de la pobreza. Se centra en la legitimaci?n que ha tenido el Programa de Desarrollo Humano Oportunidades en M?xico. Creemos que la mejora en los esquemas de focalizaci?n, el ?nfasis en la correcta evaluaci?n de la pol?tica p?blica, as? como el cuidado de desvincularla del juego pol?tico-electoral fueron claves para los avances logrados, reconocidos por diversos agentes.
This paper tries to give an overview of the effectiveness in the implementation of conditional cash transfers as a way to break the transmission of poverty from parents to child. It is focused on the authority of Programa Oportunities in Mexico. We Believe that improved targeting and the efforts on having a well-evaluated program as well as the ones on dissociate the program from the electoral game were essential to progress.
