[EN] There are three basic functions of any parliament, legislation, representation and control. With regard to the latter, Sartori (1992: 199-201) makes the following distinction: legislative oversight and political control. With the first, the author refers to the ability of legislatures to submit, modify, delay and refuse bills. The focus is placed here on the role of parliament in the decision making process. The second term, is the equivalent of "parliamentary control" - for its part, refers to the parliamentary monitoring of the decisions made. Look, in this case, is set in the implementation. From the data of Latin American elites Project (PELA) is to identify, as viewed by the legislators, the relevance of control as an institutional mechanism for legislators of both ruling and opposition and so make some preliminary conclusions on the subject
