Abstract

A floresta assume uma grande importância socioeconómica e ambiental pelo que é necessário tomar boas decisões na gestão desta, de modo a valorizá-la e a cuidar dos ecossistemas. Em Portugal, o uso florestal corresponde a 34.5% da área continental, correspondendo ao uso dominante do território. Uma das espécies com maior área de ocupação é o pinheiro-bravo (Pinus pinaster), sendo essencial uma gestão sustentável destes povoamentos, pela sua importância a nível económico e ambiental. De modo a melhorar a gestão dos povoamentos florestais surgiu, nos inícios dos anos 80, a aplicação de uma ferramenta computorizada de auxílio à gestão florestal. Designados de Sistemas de Suporte à Decisão (SSD), são um recurso capaz de suportar atividades de tomada de decisões, através da ligação de dados com modelos matemáticos e outras ferramentas de suporte que vão auxiliar os decisores na resolução de problemas de forma eficaz e produtiva. Esta dissertação visa dar a conhecer o significado e a aplicação dos Sistemas de Suporte à Decisão, assim como apresentar a sua estrutura e evolução desde a criação até à atualidade, com base numa pesquisa teórica do respetivo estado de arte. Numa segunda parte, apresenta-se a descrição de dois casos de estudo, especificamente o Heureka SSD e o SADfLOR web-based que visam ilustrar um bom exemplo da aplicação dos Sistemas de Suporte à Decisão na área da gestão florestal. Na terceira e última parte deste trabalho, concretiza-se o objetivo prático deste trabalho, com a proposta de conceção de um SSD para Pinus pinaster em território nacional que consiga ser eficaz e com capacidade de resposta às necessidades atuais das florestas Portuguesas. Um SSD com perspetivas de ser utilizado como instrumento de tomada de decisão nos processos de agendamento e previsão da realização de intervenções nos povoamentos florestais e na identificação e resolução de problemas de modo a melhorar a eficiência, produtividade e facilitar a gestão dos povoamentos de pinheiro bravo.

The forest assumes a great socioeconomic and environmental importance and it is necessary to make good decisions in its management, in order to value and care of the ecosystems. In Portugal, forest use corresponds to 34.5% of the continental area, thus being the dominant use of the territory. One of the species with the highest occupation area is Pinus pinaster (maritime pine) and it is essential a sustainable management, for its economic and environmental importance. In order to improve the forest stands management emerged, in the beginning of 1980s, the application of a computerized tool to aid forest management. Designated as Decision Support Systems (SSD), they are a resource capable of supporting decision-making activities by linking data with mathematical models and other support tools that will assist decision makers in problem-solving in an effective and productive way. This dissertation aims to show the meaning and application of Decision Support Systems as well as to present its structure and evolution since its creation to the present, based on the theoretical research of the respective state of the art. In a second part, it is presented a description of two study cases, specifically the Heureka SSD and the Web-based SADfLOR, which aim to illustrate a good example of the application of Decision Support Systems in forest management. In the third and final part of this work, the practical objective of this work is achieved, with a proposal of design an SSD for Pinus pinaster in the national territory that can be effective and capable of responding to the current needs of Portuguese forests. An SSD with prospects of being used as an instrument of decision-making in the processes of scheduling and forecasting the execution of interventions in the forest stands and in the identification and resolution of problems to improve the effectiveness, the productivity and facilitate the pine stands management.
