Abstract

O tema deste trabalho centra-se, sobretudo, no estudo do índice de perigo de incêndio florestal para o município de Vila Real, pretendendo contribuir para um melhor planeamento, racionalização de meios de combate e sensibilização da população. Ocorrem, cada vez mais, incêndios florestais que não só consomem floresta, como edificações sendo as perdas económicas cada vez maiores, tornando necessário uma rápida atuação, por forma a minimizar os impactos económicos, sociais e paisagísticos, bem como reduzir o perigo para a população. No presente trabalho interessa-nos sobretudo conhecer as zonas de interface urbano-florestal com maior índice de perigo de incêndio para podermos dar a conhecer às devidas entidades onde devem atuar de imediato. O município de Vila Real apresenta-se aqui como um município em grande expansão urbana, não só com aglomerados habitacionais em espaços agroflorestais como edificações dispersas em povoamentos florestais e mesmo em vastas áreas de matos, sendo assim necessário recorrer a um planeamento preventivo devido a esta dispersão, pois em caso de incêndio é preciso atuar de forma a racionalizar os meios, estabelecendo prioridades. As manchas florestais presentes neste município, ano após ano tem-se tornado cinzentas dando lugar aos famosos matos que se estendem até às habitações levando consigo o perigo de incêndio e aumentado o risco para os combatentes. Por isto surge a necessidade de descrever bem o terreno, atualizar o índice de perigo de incêndio florestal, identificar as situações mais problemáticas, elaborar bons planos de prevenção, preparar planos de evacuação para as habitações mais dispersas e dar a conhecer, aos devidos responsáveis, como sendo, Câmara Municipal, Bombeiros, Autoridades Policiais e ICNF, a situação real. Desta forma, pode-se colocar em prática ações de prevenção, defesa, combate e evacuação, rentabilizando meios técnicos e maximizando o esforço dos agentes envolvidos.

The aim of this work focuses mainly on the study of the forest fires hazard index in the City of Vila Real and to contribute for a better fire fight planning, the rationalization of combat resources and the awareness. Forest fires occurrence are increasing and they consume not only forest but also buildings, increasing the economic losses and requiring a quick action in order to minimize the economic, social and landscape impacts and to reduce the danger in the population. In the present work we are mainly focused on knowing the urban-forest interface areas with the highest fire danger in order to alert the proper authorities to where they should act immediately. The City of Vila Real is presented with a higher urban expansion with housing clusters in agro-forestry spaces as well as dispersed buildings in forest populations or in vast areas of woods. Thus, it is necessary to have preventive planning for this degree of dispersion, because in case of a fire, it is necessary to rationalize means and establish priorities. Year after year, the forest patches presented in this city are becoming famous with a gray color, giving place to a gray scrub that extend to the houses, carrying with them the danger of fire and the increase of risk for the fire fighters. In consequence, it is necessary to well describe the ground for actualizing the forest fire risk index, to identify the mainly problematic situations, to elaborate the preventive and evacuation plans to the disperse houses and to give knowledge of the real situation to the people in charge, as well as city hall, firemen, police authorities and ICNF. Thereby, we can put preventive, defending, combat and evacuation actions in the field, maximizing technical means and efforts of the involving agents.
