Abstract

O Desporto Escolar deve basear a sua prática e as suas iniciativas na capacidade organizativa e mobilizadora das escolas e que devem estar espelhadas nesse instrumento fundamental da autonomia que é o Projecto Educativo das Escolas/ Agrupamentos. Nestes pressupostos, a importância do Projecto Educativo e o reconhecimento de que o Desporto Escolar é também um importante meio educativo e formativo, pretendo tentar perceber se é por falta de enquadramento legislativo e normativo que ainda poucos alunos participam nas actividades de desporto escolar. Apesar de o Desporto Escolar ter vivido numa grande incerteza conceptual, existem diplomas já publicados que valorizam as actividades desportivas na escola – Lei de Bases do Sistema Educativo, Lei de Bases do Sistema Desportivo, Regime Jurídico da Educação e do Desporto Escolar, são normativos que consagram o direito expresso no artigo 79º da Constituição da República Portuguesa, todos têm direito ao desporto. Dos Projectos Educativos consultados, não se consegue descortinar nenhuma estratégia de desenvolvimento do Desporto Escolar, capaz de garantir uma formação desportiva e que leve os nossos jovens à prática desportiva ao longo da vida.

The School Sport should base their practice and their initiatives in the organizational and mobilizing capacity of schools and should be mirrored in this vital tool of autonomy which is the Educational Project of Schools/Groups. Based on these assumptions, the importance of the educational project and the recognition that School Sport is an important educational and formative means, I intend to understand if it is because of the lack of legal and normative framework that few students participate in school-sponsored sport activities. Although school sport has gone through times of conceptual uncertainty, there are already published documents which value sport activities at school. The Basic Law for the Education System, the Basic Law for the Sports System and the Legal Framework for Education and School Sport, are rules that enshrine the right expressed in Article 79 of the Constitution of the Portuguese Republic, everyone has the right to sport. Of the Educational Projects consulted it cannot uncover any strategy of development of school sports, capable of ensure a sports training and leading our young people to sport throughout their lives.
