Uno de los desafíos más relevantes de la gestión pública en el nuevo milenio es dar respuesta a la alta complejidad y dinámica de los cambios; por lo que la política debe encontrar nuevas formas de gestionar, exitosamente, esta nueva realidad. Tal complejidad desafía los procesos y las estructuras existentes, a la vez que lo hace con las formas en cómo se relacionan los diferentes actores políticos agentes privados, en los procesos de elaboración, implementación y gestión de políticas públicas. La evaluación de diseño del Programa Compromiso Educativo que se aborda en esta tesina, en tanto su formulación e implementación se ha estructurado intersectorialmente y su gestión promovida insterinstitucionalmente, nos permite aproximarnos a problematizar sobre este formato de gestión, sus límites y precondiciones –técnicas y políticas- y la necesidad de continuar construyendo herramientas comprehensivas que contemplen contextos de alta complejidad con multiplicidad de actores a la hora de valorar la gestión de programas y políticas.
