Abstract

L'autore analizza il sistema UE dell'IVA precisamente nei profili dei suoi principi fondamentali, nella disciplina delle prestazioni di servizi, nel sistema del rimborso dell'imposta negli scambi sovranazionali, nelle frodi comunitarie. Si conclude sottolineando le criticità attuali dell'IVA e illustrando le possibili evoluzioni tenuto conto che la crisi finanziaria attuale ha posto dinanzi a una duplice sfida di politica economica: promuovere la crescita sostenibile consolidando al tempo stesso le finanze pubbliche e, ovviamente, le politiche tributarie costituiscono uno strumento come sempre fondamentale a tal fine. Si rileva quindi la necessità di riservare maggiore attenzione alla concezione e alla struttura dei sistemi tributari e in particolare al sistema IVA, per renderli più efficienti, efficaci e soprattutto più equi dando concretezza ai valori solidaristici che ispirarono il Trattato di Roma del 1957 e ancor prima la nostra Carta Costituzionale.
