Estados fallidos postconflicto: las lecciones no aprendidas de Occidente

Abstract

El presente trabajo tiene por objetivo comprender las causas del fracaso de las intervenciones de Occidente en contextos de fragilidad Estatal. Con tal fin se analizará en primer lugar en qué consiste el fracaso Estatal, haciendo referencia a sus causas e implicaciones. En un segundo apartado se abordarán las intervenciones Occidentales de Postguerra Fría, describiendo el tránsito desde un enfoque humanitario a otro de seguridad y las consecuencias que emanan del mismo sobre sus intervenciones. En tercer lugar se indicarán las posibles razones que han conducido al fracaso en las recientes intervenciones Occidentales en contextos de fragilidad estatal, con especial atención a los conflictos en la llamada Zona Gris, cuyo carácter asimétrico y no convencional tantos problemas causan tanto a los países intervenidos como a los intervinientes. Por último, se ofrecerán unas conclusiones finales que resaltan la necesidad de una reformulación estratégica sobre la construcción Estatal
