Abstract

Este largo artículo es un tratamiento principalmente teórico de algunos conceptos clave para el análisis de los movimientos sociales y las políticas públicas. Son los conceptos de necesidad, evaluación de la necesidad, consciencia de la necesidad, percepción externa, movilización, agentes de transmisión, dianas, estrategias y poder político. Se acompaña de datos empíricos sobre las demandas sociales manifiestas durante los años noventa en España.
