Abstract

(ES) Gracias a los estudios realizados durante las últimas décadas, conocemos bastante bien cuáles fueron las estrategias scales y nancieras adoptadas por los municipios catalanes durante la época bajomedieval. Sin embargo, más allá de algunas consideraciones generales realizadas por los historiadores del Derecho, poca cosa sabemos todavía sobre la retórica que, coetáneamente, acompañó (y reforzó) la política municipal en este ámbito. Para contribuir a paliar esta carencia, el presente estudio se plantea como una primera aproximación al discurso scal que se documenta en las ciudades y villas catalanas entre los siglos XIII y XV. Concretamente, se analizan los argumentos utilizados tanto por las autoridades locales como por sus oponentes en el marco de una serie de con ictos que, planteados en distintos términos, parecen haber estado siempre presentes en la historia de la scalidad: la legitimidad del impuesto, la exención de determinados grupos sociales, la equidad de la contribución y la repercusión económica de las distintas formas de scalidad municipal.

(EN) Tanks to the studies carried out in recent decades, we now have fairly good knowledge of the scal and nancial strategies adopted by the Catalan municipalities during the later Middle Ages. Nonetheless, beyond certain considerations carried out by legal historians, we still know little about the rhetoric which, contemporaneously, accompanied (and reinforced) municipal politics in this area. To help bridge this gap, the present study will consider, in the rst instance, the scal discourse documented in the Catalan cities and towns between the thirteenth and fteenth centuries. More speci cally, it will analyse the arguments brought forward both by the local authorities and by their opponents within the framework of a series of con icts which, albeit expressed in di erent terms, appear to have been present throughout the history of scality: the legitimacy of taxes, the exemption of speci c social groups, the equity of the contribution and the economic repercussions of the different types of municipal scality.
