Abstract

[ES] En la pasada década se han desarrollado numerosas aplicaciones informáticas destinadas a la gestión de las comunidades de regantes. Todas ellas abordan los problemas de gestión del agua de riego desde una perspectiva puramente administrativa. Este enfoque produce una pérdida de información relevante, al tiempo que promueve la excelencia administrativa, en lugar de la excelencia en la gestión del agua de riego. En este artículo se describe un nuevo programa para la gestión de comunidades de regantes, llamado Ador. Este programa ha sido desarrollado con el objetivo de crear un estándar de gestión en comunidades de regantes. Así, su característica más peculiar es la estructura de su detallada base de datos. El programa puede ser usado en comunidades que tengan cualquier tipo de sistema de riego (superficie, aspersión o goteo) y cualquier tipo de red de distribución (canales o tuberías). De hecho, el programa se ha diseñado para gestionar comunidades con todos los tipos de sistemas de riego y todos los tipos de red de distribución. El programa se desarrolló inicialmente para la Comunidad de Regantes número V de Bardenas. En la actualidad, el programa se está demostrando en dos comunidades de Aragón y próximamente va a ser aplicado a las 120.000 hectáreas de la Comunidad General de Riegos del Alto Aragón.

[EN] In the last decade, many management software applications for irrigation districts have been released. All of them face the problems of irrigation water use from a pure administrative point of view. This approach results in a loss of relevant information and promotes excellence in bureaucracy instead of in water management. A new irrigation district management software called “ Ador ” is described in this paper. This software has been developed with the objective of becoming a management standard for Irrigation Districts. The most relevant feature of the software is its detailed database structure. The software can be used in Irrigation Districts independently of the type of irrigation system (surface, sprinkler or trickle) and the type of irrigation distribution network (open channel or pressurised). It can even be used in irrigation districts combining different types of irrigation systems and different types of irrigation distribution networks. The software was developed for the Comunidad de Regantes V of Bardenas. Currently, it is being demonstrated i n two irrigation districts in the Aragón Department of Spain. Work is underway to apply it to the Riegos del Alto Aragón Project, with an irrigated area of 120.000 ha.
