La gestión de los impuestos indirectos municipales en las ciudades y villas de Cataluña: el caso de Cervera (s. XIV-XV)

Abstract

Cervera era una villa del dominio regio que estaba situada en la parte central del Principado y que, a finales del s. XIV, contaba con una población que oscilaba en torno al millar de hogares. Tal corno sucedía en otros lugares de Cataluña, desde 1350, las autoridades de la villa recaudaban de forma ordinaria "imposicions" y, para hacer frente al enorme endeudamiento municipal, habían aumentado considerablemente las tarifas que gravaban el consumo de productos básicos. Sin embargo, durante la década de 1380, dichas tarifas llegaron a su cota máxima y los regidores empezaron a escuchar protestas populares sobre la iniquidad del impuesto indirecto cobrado por el municipio. Esta situación coincidía con una importante crisis demográfica de Cervera y con una áspera lucha con algunas poblaciones vecinas por el control comercial de la zona y por la atracción de mercaderes al mercado o a la feria locales. En este contexto, con el fin de evitar conflictos sociales y problemas comerciales, los responsables municipales se vieron obligados a limitar el incremento de las tarifas de los impuestos indirectos a circunstancias excepcionales (que las hubo) y, en contrapartida, buscaron métodos alternativos para aumentar el rendimiento de dichos impuestos. Estos nuevos métodos afectaron básicamente a la gestión de las "imposicions" recaudadas en la villa y se practicaron en tres ámbitos principales: el arriendo del impuesto, la percepción efectiva del mismo y la lucha contra el fraude.
