[EN] Civil disobedience is mainly a way of political activity: an strategic means of collective action. It can be considered as a participatory device in the formation of public opinion and as particular way to influence the law-making process in a democratic political system. By practising it, citizens are making use of their public autonomy. As a result of it civil disobedience can be considered an essential part of the political culture in a democratic society. It cannot therefore be misjudged as a political phenomenon without at the same time questioning the participatory basis of representative democracy.
[DE] Der zivile Ungehorsam ist ein Beteiligungsmechanismus an dem Bildungsprozeß der öffentlichen Meinung und auch ein Eingriffsmechanismus in die Gesetzgebung eines politischen Systems, das als demokratisch bezeichnet werden will. Dadurch können die Bürger ihre öffentliche Autonomie ausüben. Deswegen darf man dieses politische Phänomen nicht geringschätzen, ohne gleichzeitig die partizipativen Grundlagen der repräsentativen Demokratie in Frage zu stellen.
