[ES]: Este artículo forma parte de un conjunto de estudios orientados al análisis de la relación entre la brecha digital y las prácticas políticas on-line. Concretamente, en este trabajo analizamos la relación entre las desigualdades tecnológicas existentes en España y el desarrollo de un tipo concreto de práctica política digital: la e-administración. Esta práctica política se ha transformado en una de las formas de democracia digital con más apoyo y predicamento institucional, académico y social. En este trabajo aportamos un ángulo de estudio relativamente novedoso sobre este tema. En vez de estudiar la e-administración desde el punto de vista de su configuración legal o desde las posibilidades políticas que ofrece, analizamos la configuración social de sus usuarios. Este análisis nos permitirá poner de relieve los efectos negativos de la brecha digital sobre esta forma de práctica política on-line. Para cumplir con este objetivo haremos uso de los estudios realizados por el INE en su encuesta Sobre equipamiento y uso de las TIC en los hogares, desde 2003 a 2009.
[EN]: This paper is part of a set of studies aimed at analysing the relationship between the Digital Divide and political practices online. Specifically, this paper analyses the relationship between technological inequalities in Spain and a particular type of digital political practice: e-administration. This political practice has become one of the most widely supported and advocated forms of digital democracy among institutions, academia and society. This paper provides a relatively new angle on this issue. Rather than looking at e-administration from a legal perspective or from the point of view of the political possibilities it offers, we analyse the social make-up of its users. This analysis will allow us to bring attention to the negative effects of the Digital Divide on this online political practice. The data used for this paper are from the studies carried out by the National Institute of Statistics (INE) in its survey on Information and Communication Technologies equipment and use in households, from 2003 to 2009.
