Abstract

[EN] The Web is already the best tool for scholar communication. However, the scientists are not been urged by their organizations for publishing its results and papers on the web. A way to achieve that aim could be the evaluation of the web contents in order to provide indicators about the scientific performance of the academic and research related institutions. Such indicators are valuable for politicians, managers and other researchers as they can show the strengths and weaknesses of the national and regional scientific and technological systems. Probably, a wider range of activities can be measured by the Web presence of organizations than those traditionally valued according to bibliometric indicators. The academic web of Mexico and Latin America should improve in order to increase the volume of scientific output provided and its international visibility. Preliminary results show Web indicators may help overcome the shortcomings of other methods, specially reducing the bias against institutions in developing countries or activities focused on technology, engineering, the social sciences or the humanities.

[ES] La Web ya es la principal herramienta de comunicación científica, aunque todavía no se potencia abiertamente su uso para la publicación de las actividades y resultados de la investigación. Para lograr tal fin se puede recurrir a la evaluación de los contenidos mediante indicadores, cuyos resultados pueden ser útiles para políticos, gestores e investigadores, ayudando a identificar carencias, a definir potencialidades, y a establecer prioridades del esfuerzo científico tecnológico. Probablemente se puedan describir más actividades académicas y de investigación que las medidas con los indicadores bibliométricos. La Web académica mexicana en particular y la iberoamericana en general deben hacer un mayor esfuerzo para aumentar sus contenidos y visibilidad internacional. Los primeros datos sugieren que los indicadores basados en la Web reflejan mejor el desempeño de los centros en países en vías de desarrollo y de ciertas disciplinas como las ingenierías, ciencias sociales y humanidades.
