Cortes y fiscalidad : el caso de Cataluña (segunda mitad del siglo XIV)

Abstract

---------------------------------------------------------------------------------------The aim of this article is to demonstrate the close relations which existed between taxation and parliamentary meetings in the case of Catalonia during the second half of the fourteenth century. Keeping in mind the particular political configuration of the countries of the Crown of Aragón, outside their own domains the monarchs were unable to impose any kind of general taxation upon the territory without the consent of the Courts. The need of the Catalan- Aragonese monarchy for resources to finance the many military conflicts of the fourteenth century therefore gave an extraordinary impetus to parliamentarism. Following a brief qualitative and quantitative examination of the available sources, the donations granted to the king by the Courts held between 1368 and 1380 will be analysed by considering the following: the motive behind each petition, the types of taxes established, and thesignificance of public debt as an immediate means of financing each of those donations.

El objetivo de este artículo es mostrar las estrechas relaciones entre la fiscalidad y las asambleas parlamentarias en el caso de Cataluña durante la segunda mitad del siglo XIV. Teniendo en cuenta la particular configuración política de los países de la Corona de Aragón, los monarcas no podían ordenar, más allá de su propio dominio, ningún impuesto de carácter general al territorio sin el consentimiento de las Cortes. Por tanto, la necesidad de recursos de la monarquía catalanoaragonesa para financiar los numerosos conflictos bélicos del siglo XIV dio un extraordinario impulso al parlamentarismo. Después de examinar someramente la cantidad y calidad de las fuentes disponibles, se analizan los donativos concedidos al rey por las Cortes celebradas entre 1368 y 1380: los motivos de cada petición, los tipos de impuestos establecidos y la importancia de la deuda pública a largo plazo como forma de financiar de manera inmediata cada uno de aquellos donativos.
